Scooters as far as the eye can see

Apparently, Madison is a big moped / scooter town. Hundreds, if not thousands of students wizz by on these things everyday.
I've never seen such a phenomena. The scooter contingent in Madison makes Italy look like a bunch of SUV hungry commuters.
